Windows (rtklib 's strSrv) does not send any initialization.

Based on that fact I did a test.
1) Started GPS
2) Started StrSrv -  
3) Got a RTK Fix on GPS
4) Left StrSrv running, but turned power off to the GPS ( StrSrv is still
piping RTCM3 message out serial port)
5) Turn GPS back on
6) After GPS boots,  GPS gets an RTK Fix.
On Windows everything is happy , happy.

So, did the following Test on Raspberry PI
1) GPS is off
2) set /dev/AMA0  to baud rate 38400
3) Start GPSD ( the F9P does not receive the interrogation strings from
GPSD)
4) Turned GPS on
5) After GPS boots, GPS gets an RTK FIX  ( First time I have ever seen this
)
Yeah!!!!!!

It  appears that there is something in the interrogation strings that GPSD
is sending out, which puts the F9P in a 'non-RTK' mode.  

Is there some way to turn off those strings?

They look pretty much the same to me.  Exacpt the FAIL had this at the top:

$PASHQ,RID*28
@F0.3=1*67
@F2.2=1*64

Did windows send any initialization to the receiver?

No, I can't replay the log file.  Their software is binaries that do not run
for me.
