You are wrong :-)  If you call ftview with 

  ftview 8 tahoma.tff

then press `a' to disable anti-aliasing, then press `h' repeatedly you
can see that hints don't change the appearance of any glyph -- within
the instructions, hints are performed only for ppem > 8.
