There is some information on getting PPS without GPSD here:

It may be a little dated but it should help. Basically you use the type 20 NMEA driver and the type 22 PPS driver.

It's possible that the type 20 driver alone includes PPS support, but it seems that my systems have both 20 and 22 installed (especially where a motherboard doesn't have the COM port, and an external PCIe card was needed).
