OK, I got that a bit wrong :-)

Actually I have some thoughts about 'next' layout:

1. change GNUSTEP_*_LIBRARIES from /GNUDeveloper/Libraries to
/GNULibrary/Libraries besause libraries is used primarily for normal
applications and tools run.

2. Change GNUSTEP_USER_CONFIG_FILE to Library/Preferences/ GNUstep.conf.

Comments?

1 - yep, good point...I was probably thinking Developer as that's where headers went, you are of course correct.
2 - I don't mind either way on that one ;-).
