The GPS receivers we have usually used also have an INS. We need accurate 
(sub-meter) locations even when the GPS are not good. These systems use a 
Kalman filter and the GPS is just one part of the solution. Obviously, with the 
low-cost devices, locations will be less accurate.  But that is okay. It is the 
less strict location requirement that makes this class of device something we 
can provide. But we still need decent time sync. So a PPS is a requirement.
