The problem is that I _do_ want two control panels. One to start a
ModelSwarm and another to stop the ModelSwarm while it is running. The idea
is to create a control level upon the ObserverSwarm that is similar to
ExperSwarm, but to leave the original ObserverSwarm itself intact, i.e.,
with the ZoomRaster etc. objects still there. The reason for this is that
although I want to be able to run batches, I also want to revert to the full
graphical representation in order to debug and visualise while I extend the
Bugs' capabilities and the world's complexity...
