You will need at least one GUISwarm in order to support Swarm
graphical widgets (just for the ActionCache doTkEvents), but you don't
need a control panel for the individual run.  Actually, doTkEvents
should be moved to SwarmEnvironment to avoid this dependence on
GUISwarm.  ControlPanel functions can be done directly using the
methods in the Activity interface (next, step, run, terminate, stop).

Or, just forget entirely about these swarm.gui interfaces and use Swing...
