My impression was that one needed to do "scons systemd_install" to
get the gpsd systemd files installed.

I do not have any systemd hosts, so I have no way to know.

Easy to find out:
        rm nohup.out
        nohup scons -c
        # whatever your build was:
        nohup scons install
        # see the build log
        less nohup.out
