I've had experience using DocBook XML and XSLT to do such things, and I
like that approach. I'm not crazy about it in our situation, though, as
I think it would be much more work to generate a man page and info
manual from XML (and write the necessary XSLT or DSSSL to do so) than
the other solutions (stub manpage, or generate manpage from texinfo).

If we were just interested in HTML, hardcopy, and manpage, it might be
an agreeable solution (though we'd have to translate the current texinfo
file to XML); but as it's a GNU Project, we need to have an info manual
as well.
