Help with Win NT install

Hello all,
I'm new to this list. I just installed Swarm 2.1 on a Windows NT
machine. I installed Swarm on drive F:, a disk partition with ample free
space. The install seemed to go fine (no error messages), but something is
missing; the shell can't seem to find the make command. My autoexec.bat
file looks pretty minimal:
@Echo Off
PATH=C:\WINDOWS;C:\WINDOWS\COMMAND
The PATH command in my shell reports the following:
Path=F:\Perl\5.00502\bin\MSWin32-x86-object;F:\Perl\5.00502\bin;C:\WINNT\sys
tem32;C:\WINNT;C:\DMI\bin;
C:\WINDOWS;C:\WINDOWS\COMMAND
Any suggestions?
