swarm on NT as nonroot user

I still have this Swarm-2.1 on NT problem. I installed as the
administrator. WHen I login as a user, it does not behave as I expect.
With Swarm-2.0.1, there were a number of environment variables I had to
add in order for a user to use Swarm.  I can't figure what all those
variables ought to be in Swarm-2.1.

One problem is that emacs won't start properly, but also in the swarm
terminal I have to type "export SWARMHOME=c:\swarm-2.1" before anything
will make.

Here is some information:
WHen I type mount, I see
c:\Swarm-2.1\bin     /bin
c:\Swarm-2.1          /Swarm-2.1
c:                              /
c:\TEMP                 /tmp
d:                             /ddrive

By typing "env" in the swarm terminal, I can see in my environment, I
have no SWARM variables at all.  In the path, I have /Swarm-2.1: and
/bin.

When I do "env | grep HOME" I get this:

HOME=/ddrive/home/pjohnson
HOMEDRIVE=d:
HOMEPATH=\home\pjohnson

I have the .bash_login and .emacs from the Swarm-2.1 directory copied
into my home dir.

WHen I start a swarm terminal, the prompt is

PAULJOHN:/Swarm-2.1$

Why is it starting me in the Swarm-2.1 dir, not my home directory?

When I type
$ cd

it goes to my home directory, which windows know as,

d:\home\pjohnson.

The swarm terminal is a shortcut to bash.exe that has the Target:
c:\Swarm-2.1\bin\bash.exe -login.

When I try to start Emacs, I see an error message indicating that getenv
"SWARMDIR"  is not getting an answer.  If I export SWARMDIR in the
environment and restart emacs, it gets past that, but then I get this
error:

Error in init file: File error: "Searching for program", "no such file
or directory", "//c/Swarm-2.1/\\bin\\cygpath"

But I do have cygpath in the Swarm-2.1 directory.
