Well, since I've pestered the entire list with the details of this
saga, I might at well post the solution here as well.  I turns out
that adding a simple link X11/xpm.h to the directory that contained
xpm.h was enough to satisfy the compiler.  Appratantly this is
specified somewhere.  

I have been putting most of the files associated with swarm in a
directory that I control (/auto/d2/gnu) for these kinds of builds
before I have them placed in system-wide files such as /auto/gnu.  

Most of these problems turn out to be a dumb mistake somewhere.
