I would try the 32-bit installer. The 64-bit fails on older Windows
versions, and maybe that includes your version of Windows 10. If so,
that would be good to know.

Your computer should be able to use either 32- or 64-bit and it should
be about the same experience unless you are using very large datasets.

You could also open a command window:
https://www.howtogeek.com/235101/10-ways-to-open-the-command-prompt-in-windows-10/
, and run the executable manually. My guess is that there are some
errors that are being printed. But you need to know a little DOS to do
this.

The irony of this ... is that the Internet is
both almost-infinitely expandable, while at the
same time constrained within its own pre-defined
box. And if that makes no sense to you, just
reflect on the existence of Facebook. We have
the vastness of the internet and yet billions
of people decided to spend most of them time
within a horribly designed, fake-news emporium
of a website that sucks every possible piece of
personal information out of you so it can sell it
to others. And they see nothing wrong with that.
