Looking over this morning's mail, I'm trying to decide how to start on the
library.

Can I assume we have decided that we need a library?

The OpenMP Standards provide both C and Fortran examples of stubs for the
library functions. It isn't a difficult matter to take the C code from the
text, format it to GNU standards, and have a stub library ready for action.
We can create a Fortran 95 module to link with the library when that need
arises.

I assume we do both static and dyanmic link libraries.

I've never started a GNU project from scratch, so I'm not certain how to
proceed from an organizational perspective.

Where should this go in the build tree?
Who should add it to CVS?
Should I (or someone else) create the configure/libtool "stuff?"
Where does test code reside in the CVS tree?

Questions, questions, always questions.
