That's right.  After all, the process I described would probably take
at least a year even if you went at it with a passion.

You do want to keep working at it, though, and you should make sure
that all code is at least upward compatible with licenses.  I don't
know when GPL v3 will come out, but if it does the FSF will be mildly
annoyed if a nominally FSF-owned GNU project can't upgrade because a
couple of non-assigners licensed their code GPL v2 "period".  That
kind of thing.
