In many cases, I want to apply the usual operations (changes, star-merge and
things like that) to a (multi)tree built by `tla build-config'.
E.g. I had local changes to my `tla-1.2' tree (mostly use -A for diff3 and
don't check revlib's correctness before using it), but switching to tla 1.3
could only be done with a `build-tree' which builds a completely new tree.
