It uses the rpm command via FTP. The files are downloaded one at a time,
and deleted as each soon as the package is installed.
See man rpm, or rpm --help for details.

Install wu-ftp from the Red Hat disks and start the server. Installing
the anonftp package will allow anonymous login. Details should be in the
help included with the packages, I haven't installed an ftp server in
quite a while.
