I added two more release tags to the bug tracker.  One is "Before
0.8.0", which is to designate bugs that we want to be fixed
before the next major release, regardless of what we actually
call that release.  The other is "Before 1.0", which is to
designate bugs that we want fixed before we call PSPP version
1.0.
