I'll take exception to your comments:  I posted the executable in question
to alt.binaries.misc, so you can very easily download the executable and
verify for yourself that this happens.  There is also a possibility that
the unusual instability (causing W98 to crash often) that I observed in
the compiled versions available from the developers is reflected in the
MingW32 version's doing what it does.  Oh yes, I did indeed download all
the patches and was unsuccessful in finding any changes that would explain
the behavior.
