I think we all do wonder :-)

The very problem is the creation process of the OpenType and TrueType
specifications.  First there were the implementations, then there were
the standards.  While Microsoft's implementation is directly derived
from the Apple code, they have changed in considerably in the last 15
years or so without actually documenting all of the changes...
