We can still offer deviations from UTR9 where we think they are
useful, provided that the user can customize Emacs to be strictly
UTR9-compatible.

Also note that every bidi library known to me deviates from UTR9's
reference implementation in a few hard cases.  It's not a disaster,
especially since UTR9 does such a bad job in a few frequent cases.
