Hi:

 It seems to me that the Atmel company preferes commercial (not open) 
standards for their products (AVR JTAG interface for instance) and that they 
would prefer to seek commercial SW partnership then open source. So far, I 
haven't found any up to date description of avr-coff format specialities.
