I just did this on Windows 2000:

  $ export 
CLASSPATH='.;I:\Swarm-2.1.1\share\swarm\swarm.jar;I:\Swarm-2.1.1\share\swarm\kawa.jar'
  $ export PATH=//I/jdk1.3.0_01/bin:$PATH
  $ jdb StartHeatbugs
  > run

.. and it worked.  Incidentally, there's no such thing as LD_LIBRARY_PATH
on Windows (just PATH).
