At first I was indifferent, but now you've got me to look at it again.
Joe, why not just edit the patch file directly? A refresh will preserve
anything you put at the top of the patch file. Any editor ought to be able to
insert the site-specific template. The header command seems like a
round-about way to do something that can be done directly.

I don't see the point of having something like the headers command
configurable. It's accepted, or it isn't accepted; give this one some time.
