I had the same problem with SuSE 7.3 and the 2.4.16-4GB kernel. Seems 
that on of the about 300 (IIRC) patches SuSE applies on the kernel 
triggers this problem.

I now use a unpatched Vanilla-Kernel from (also in the SuSE 
package linux-`uname -r`-$build-`uname -m`.rpm) and don't have this 
problem any longer.

If you have enougth time, try to apply one patch, compile the kernel, 
try plex86. If it works, try (additionally) to apply the second patch, 
compile again, ... [1]

The SuSE patches are in the RPM [3]
(SuSE CD 5) /cdrom/suse/nosrc/kernel-source-2.4.19.SuSE-49.nosrc.rpm 

But: don't install this package with rpm -U / -i or YaST, this will 
apply all patches immediately (if I understand the spec file correctly).
Instead, open the RPM file with mc, extract the files and then have a 
look at README.patches (description of (some of) the patches) and the 
kernel-source.spec file (you can use parts of this file to see which 
patches are applied on the i386 SuSE-kernel).
If you don't like the .spec file, just test the patches from 
patches.tar.bz2 and patches.i386.tar.bz2
