No, this is not normal. If you do a setup of the sync module, you'll
get a couple of default records.

Nearly. All main functionality is done. Sync is multi-user,
multi-device and multi-source capable. Conflict resolution is half
done (serverwins, clientwins is working). DevInfo is only working with
a Sycn4j hack at the moment, we are evaluating Sync4j 2.0 with the new
client API. UI will be done until end of this week.
