Im not shure thats doable with what ive seen so far. Still, id scrape
the whole idea of a forced user (i mean, if i were you right now. If i
had the time to implement it right though, i would -hint: you
should..:)- ). 

You probably have this extra user as a way to easyly give service. Name
it DONT_DELETE across all deployments and add that to your terms of
service (it is forbidden to delete DONT_DELETE accounts) and make an
operation available to your users so they know how to create the
DONT_DELETE account if they have deleted it. I mean, where technology
fails, there is policy.
