groff was the macOS package Ken mentioned that provided troff.  I've no
knowledge of how Apple ship different troffs and how one can be
specified as an nmh dependency.  I also didn't notice anything in nmh's
Git which looks like a package specification explicitly for macOS.

I only require nmh has a troff to format its man pages.  Anything else
is by definition inferior and not a man-page formatter.  By the time
wannabees become a man-page formatter, they have become troff and all
its common preprocessors.
