So the standard says, but is that how it is used in practice?

Was my original statement true?

If this is true, then SVCD's don't strictly adhere to the MPEG-2 spec,
 because a 720x480 frame with CCIR-601 pixels is not exactly 4:3.

     No one has yet come forth to say that the SVCD FAQ is wrong....
