I was trying to use it in the @copying section, which I've found is a bad
idea since the @includecopying command occurs in both TeX and non-TeX
sections.  The info pages for texinfo I have here (v. 4.5) makes no
mention of this at all on the "title subtitle author" node.

I've noticed that the new version at GNU Manuals Online (v. 4.6) adds the
following:

These commands are only effective in TeX output, makeinfo ignores them.
</quote>

Does that mean in 4.6 the tag is truly ignored, or does it print an error
message and fail horribly like what I'm experiencing here?
