Sorry I didn't get a chance to respond to this thread the other day.
The Python documentation tools are covered by the same licensing terms as
Python. The README.txt in the Doc/ directory points to the specific terms
(at the very end of the file).
It's basically a "use as you see fit, just don't remove the copyright" deal.
