Yes, it's a bad idea.  @author is only intended to be used within
@titlepage.  It's a way of generating particular output, not a generic
command defining the author's name (as one might hope).

I suggest using the @set/@value feature to include the author name in
@copying.  For an example, see:
http://texinfo.org/manual/value-Example.html

    These commands are only effective in TeX output, makeinfo ignores them.

They should cause errors when used in the "wrong" place, not just be
silently ignored.  I'm not sure about the 4.6 behavior, but this will be
the case in 4.7.  I'll fix the manual.
