    I keep getting messages that say "unknown command `author'" when I
    try and use an @author command anywhere except places that are TeX
    specific (e.g., @titlepage)

    Is this a bug or a feature?

It's a feature, well, at least, that's how it's documented.  Where are
you trying to use it?

The next version allows @author inside @quotation, to attribute a quote,
but that's all.  (If you want to try a pretest, it's at
ftp://alpha.gnu.org/gnu/texinfo/texinfo-4.6.92.tar.bz2.)
