The smoking gun, from the u-blox doc:

"The calculation of the navigation solution will always be aligned to
the top of a second zero (first second of the week) of the configured
reference time system."

So the receiver only calculates the "navigation solution", they
mean "fix", once a second.

When you ask for fixes more often than 1 Hz they are not from
real measurements, they are predictions.

This is why some that need fast data still use 1 Hz and do their own
subsecond predictions.
