Have you tried without systemdumb?
the gpsd.serice file and at least run gpsd without systemdestroyer.

I'm guessing systemdrool has grabbed the port.


Is this necessary? Does it assist in resolving Mr. Curley's problem? Is it helpful to other readers of this list?
