I'd be happy to talk to you 1-1 on this, it's an area I know a fair bit about -- I work on Open Educational Resources (OER), which are basically resources, often textbooks, released with a CC license (that doesn't have the ND clause, for <reasons>) ... it's a biggish movement at the moment.

The short answer is: either self-publish with any tool you like (I use LaTeX because I'm a mathematician) and the post you book wherever you like, or if you want a more point-and-clicky publishing platform, you might look into Pressbooks.

One publisher I know of is Open Book Publishers [1]. I do not have any
experience with publishing books anywhere and have not bought any books
from them, but they offer physical books and ebooks which I think have
no DRM, and some of the books are libre. I considered buying a physical
libre book from there once, but the _javascript_, though arguably
free-licensed, did not have a link to source code, and I thought the
price might be more than I was willing to pay, so I never got around to
asking if source code was available. I was also unable to easily
download the ebook without _javascript_.

Interestingly, I do not see this publisher on the DBD list of places to
get books.
