This might sound complicated, but why not having two layers of indirections.
Locally, we would switch between the three musics depending on the local
action.
More globally, we would switch between music types. In that context, music
might be composed with the dynamic mixing in mind (I would prefer this) or
not (but I won't force it either).
We could keep the current music for the early development stage of the colony
and go into other types of music as the game is going forward.
What do you think ?
