Thanks.  Attached you can find two images from FontForge.  The first
is from your font, Heisei Mincho W3 in CID format, version 1.3, while
the latter is the same font in CFF format (as delivered by an older
Acrobat version), version 3.01.  It can be seen that the fonts differ
a lot in small details; at lower resolutions, the visual appearance of
the newer version is much lighter.

Your font version is lacking horizontal hints (coloured pale green)
for the upper right `sun' element.  In other words, the bad hinting
you experience is unavoidable with the native hinter.[1]

Two solutions:

  (1) upgrade to a newer version of the font which contains more and
      better hints
  (2) use grayscale in combination with the auto-hinter

If you really need B/W rendering I think that (1) is the way to go.

    intelligence in the hinting engine.
