If someone does this, please add back the Copying Conditions and No
Warranty items.

You're probably referring to the second design, by Nicolas P. Rougier,

I've been referring to them by their keyboard commands, which are C-h
C-c and C-h C-w, but there is no need to mention those keyboard
commands in the splash screen.  What the splash screen should show are
their names, which are Copying Conditions and No Warranty.

Could you explain why we absolutely need both of them there? Especially the second one (since COPYING includes the mention of No Warranty).

The space at the splash screen is at a premium; whatever additional things we show there will mean we won't be able to put another item on that page. Or mention a key binding, etc.

And going by some recent discussion, Nicolas's design might already be over the height limit.
