You're probably referring to the second design, by Nicolas P. Rougier,

Could you explain why we absolutely need both of them there? Especially 
the second one (since COPYING includes the mention of No Warranty).

The space at the splash screen is at a premium; whatever additional 
things we show there will mean we won't be able to put another item on 
that page. Or mention a key binding, etc.

And going by some recent discussion, Nicolas's design might already be 
over the height limit.
