Thanks, Bjarni.  An interesting thing about this example is that it exhibits
the bug in either terminal or PostScript output,* while my original example
was only valid for nroff.  And your example behaves the same with or without
commit fa5fa889
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=fa5fa889> applied.  So
reopening this for now.

 * The example does need a syntax error fixed before it works in troff mode,
however:


.el \{\
.  nr place 
.\}


The "place" register is not given a value in the troff branch of the .ie. 
(With warnings enabled, troff warns about this.)  The value "16v" seems
suitable for either nroff or troff output, so you don't really need the
.ie/.el logic at all.  Attaching an updated file that has this simplification.
