Not necessarily the _last_ trap, and there's no practical way to get that
information anyway.  We space to the _next_ trap, the distance to which is
available in the .t register, and that makes sense because what if there's a
float between the current location and the footnote break or page footer?  If
someone says .bc, a float is pending, and it will fit in the space, the float
should definitely go there.
