Okay, with that disabled, I'm back to a working GNUAstro on this laptop.  Just in time for me to probably take this thing home and reinstall Ubuntu 20 or 21 over the weekend!

Thanks for working through this.  Hopefully this is of some benefit for Ubuntu 22 users down the line.

Sorry I forgot about that! Yes, you should disable the JPEG library
linking with this option at configure time:

./configure --without-libjpeg

You can disable all optional features, just run the configure script
with '--help' to see all the features you can disable.

By the way, now that you are building from source, you may want to enjoy
the tarball of the latest commit (made just a minute ago!) that has
fixed many bugs and added many new things compared to version 0.18 (see
second link below):
