There is an effort by Jérôme Marant which lets you build a Debian
package from Emacs CVS sources by means of a script and all sorts of
other magic.  You can get the script at
<URL:http://people.debian.org/~jerome/build-emacs-snapshot.sh>.  I
haven't tried it, so I cannot say anything about its quality.
Discussion about emacs-snapshot mostly is done on the debian-emacsen
list AFAICS.
