My interpretation is that the psuedo mode is for the 8-pin avrs which
don't have enough pins for full parallel programming, thus they use a
hiv serial programming (not to be confused with spi ISP). Section
3.7.2.2 of the stk500 user guide seems to discuss this briefly.

I think that parmode (buf[4]) is only meaningful if progtype (buf[3])
is set to one.
