I think what would be required for this to work would be for gnash to
support the AT-SPI used by Orca. There is already a ticket open for this
feature, but it hasn't been updated in a long time:

The GNU project has made recent statements that both accessibility and
free Flash support are priority projects, so it would make perfect sense
to link them. My suggestion is that you raise awareness of the issue in
the hope that a volunteer with the right development skills will step
forward.

Some GNU/Linux based commercial products are legally required to support
accessibility (for example, when tendering for a government contract).
So there's also the possibility of some development sponsorship in that
area.
