Dear KenI build these rpms pretty frequently. The last was Swarm-2.1.143for j2sdk-1.4.1_02.
http://lark.cc.ku.edu/~pauljohn/Swarm/Swarm-2.2x_RH9.0/We have bene making some interesting changes in the Swarm source lately and you can look for Swarm-2.1.145 within a week, in the same directory. I'll build that against the newer j2sdk.
