In the case of Windows NT or 2K, the setting of HOME will come from
the system setting which are taken from HOMEDRIVE and HOMEPATH (but
set in the control panel).  On Windows 98, HOME is left as-is, except
when it is absent when it is set to /Swarm-2.1.1.
