Sure you can pull in JS and CSS from other servers, but SKS itself
doesn't understand JS or CSS. You can't just upload your files to one
spot.

The real problem isn't index.html, it is the output SKS returns when
searching for keys. The HTML is inlined, and fragmented, into the SKS
source code.
