Follow-up Comment #21, bug #53520 (project octave): Also the error at the point that Philip hit indicates that Octave is simply calling 'LoadLibrary' and that call is returning a null pointer. That means it has nothing to do with octave.jar, or even if any of the expected functions are in the jvm.dll, simply that the dll can't be loaded into the executable image.
