For the linux powerpc toolchain, I believe there are no proprietary components. 
 For their PPC bare metal, they provide some startup code (CS3), and for some 
platforms they provide a "sprite" for debugging.  Also, their Eclipse plugins 
are proprietary.  But for linux builds, all you are using are binutils, gcc 
(and friends) and newlib, none of which are proprietary.
